Editorial Policies

Aim and Scope

All materials submitted to the editorial board of the online publication "Linguistics & education" after determining compliance with the profile of the online publication and the requirements for design are subject to review with the involvement of Russian and foreign scientists.

Nomenclature of scientific specialties:

Peer Review Process

To ensure the quality of published articles and an objective assessment of the author's research, the editors involve leading Russian and foreign scientists in the process of "double-blind" review.

 

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

All scientific articles submitted to the editorial board of the online publication of electronic edition "Linguistics & education" undergo mandatory double-blind peer review (the reviewer does not know the authors of the manuscript, the authors of the manuscript do not know the reviewers). Manuscripts are sent to two reviewers.

  1. Only original materials not published in other publications are accepted for consideration. Authors are fully responsible for the scientific content of the article, references, citations and description of sources and literature, as well as for compliance with the copyrights of third parties.
  2. All materials submitted to the editorial board of the online edition "Linguistics and education" after determining compliance with the profile of the online publication and the requirements for design, are reviewed with the involvement of Russian and foreign scientists.
  3. All reviewers are recognized experts in the subject of the reviewed materials and have publications on the subject of the reviewed article over the past 3 years.
  4. The reviewer is appointed by decision of the editorial board of the online publication.
  5. One of the main requirements of reviewing is confidentiality. The reviewing procedure is anonymous for both reviewers and authors. Breach of confidentiality is possible only in the event of a reviewer's statement about the unreliability or falsification of the materials presented in the article.
  6. The reviewer is notified that the submitted manuscripts are the intellectual property of the authors and relate to information that is not subject to disclosure. The reviewer is not allowed to transfer the information contained in the articles to third parties who are not members of the editorial board.
  7. The subject of analysis in the reviewed articles is: compliance of the article design with the requirements of the online publication; relevance, novelty and scientific and practical significance of the work; adequacy of the methods and scope of the study; correctness and adequacy of statistical data processing; reliability of the results and conclusions, as well as compliance of the title of the work and the content of the article. In addition, the quality and style of presentation of scientific information in the article are assessed (review form).
  8. Review of the article can last up to three weeks.
  9. By the results of the review, the article can be rejected and sent to the author for revision, or accepted for publication.
  10. The editors of the journal send copies of the reviews or a reasoned refusal to the authors of the submitted materials. The responsible secretary informs the author of the decision taken.
  11. The original reviews are stored by the editorial board for two year.
  12. The editors of the online publication do not store manuscripts that have not been accepted for publication. Manuscripts accepted for publication are not returned.
  13. If the review contains a recommendation for correcting the article, the article is sent to the author for revision. In this case, the date of receipt by the editors is considered to be the date of return of the revised article. If necessary, the article can be re-sent for review to the same reviewer who made the comments.
  14. In case of the author’s inability or unwillingness to take into account the wishes of the editorial board or the reviewer, the editors reserve the right to reject the articles.
  15. In case of disagreement with the reviewer’s opinion, the author of the article has the right to provide a reasoned response to the editors of the online publication. The article can be sent for a second review or for approval to the editorial board.
  16. The decision on the advisability of publication after review is made by the editor-in-chief, and, if necessary, by the editorial board as a whole.
  17. Articles are assessed by members of the editorial board, specialists from Astrakhan State Medical University or other universities in the profile corresponding to the content of the article. The article is sent for review without indicating the full name and other data allowing the author to be identified. The author has the right to familiarize himself with the completed review.

 

Publishing Ethics

Introduction

1.1. Publishing materials in peer-reviewed journals is not only a simple means of scholarly communication but also a significant contribution to the development of the relevant field of scientific knowledge. Therefore, it is important to establish standards for future ethical conduct for all parties involved in publication, namely: Authors, Online Journal Editors, Reviewers, the Publishing House, and the Scientific Society for the online journal "Linguistics & Education."

1.2. The Publisher not only supports scholarly communication and invests in this process but is also responsible for ensuring that published work complies with all current guidelines.

1.3. The Publisher undertakes to exercise strict oversight of scholarly materials. The programs of our online journal present an impartial "report" on the development of scientific thought and research, and we therefore recognize our responsibility for the proper presentation of these "reports," particularly in terms of the ethical aspects of publication outlined in this document.

Responsibilities of Editors

2.1. Publication Decision

The Editor of the online scientific journal "Linguistics & Education" is solely and independently responsible for making publication decisions, often in collaboration with the relevant Scientific Society. The credibility of the work under consideration and its scientific significance should always underpin the publication decision. The Editor may be guided by the policies of the Editorial Board of the online journal "Linguistics & Education," while being constrained by applicable legal requirements regarding libel, copyright, legality, and plagiarism.

The Editor may consult with other Editors and Reviewers (or officers of the Scientific Society) when making publication decisions.

2.2. Integrity

The Editor must evaluate the intellectual content of manuscripts without regard to the race, gender, sexual orientation, religious beliefs, origin, citizenship, or political affiliation of the Authors.

2.3. Confidentiality

The Editor and Editorial Board of the online publication "Linguistics and Education" are obligated to refrain from disclosing information about accepted manuscripts to anyone other than the Authors, Reviewers, potential Reviewers, other scientific advisors, and the Publisher, unless necessary.

2.4. Disclosure Policy and Conflicts of Interest

2.4.1 Unpublished data obtained from submitted manuscripts may not be used for personal research without the Author's written consent. Information or ideas obtained through peer review and associated with potential benefits must be kept confidential and not used for personal gain.

2.4.2 Editors should recuse themselves from reviewing manuscripts (specifically, by requesting a Co-Editor, Associate Editor, or collaborating with other members of the Editorial Board to review the work, rather than reviewing and making decisions themselves) if they have conflicts of interest resulting from competitive, collaborative, or other relationships with authors, companies, and, potentially, other organizations associated with the manuscript.

2.5. Publication Oversight

An editor who provides compelling evidence that the claims or conclusions presented in a publication are erroneous should notify the publisher (and/or the relevant learned society) so that prompt notification of corrections, retractions, expressions of concern, and other appropriate statements can be made.

2.6. Research Engagement and Collaboration

The editor, in conjunction with the publisher (or learned society), will take appropriate measures to address ethical concerns regarding reviewed manuscripts or published materials. Such measures generally include communication with the manuscript's authors and the rationale for the relevant complaint or request, but may also involve interaction with relevant organizations and research centers.

Reviewer Responsibilities

3.1. Influencing Editorial Board Decisions

Reviewing assists the Editor in making publication decisions and, through appropriate communication with the Authors, can also help the Author improve the quality of the work. Reviewing is a necessary component of formal scholarly communication, at the very heart of the scientific approach. The Publisher shares the view that all scholars who wish to contribute to a publication have a responsibility to perform substantial review of the manuscript.

3.2. Commitment

Any selected Reviewer who feels unqualified to review a manuscript or who lacks sufficient time to complete the review promptly should notify the Editor of the online publication "Linguistics & Education" and request to be excused from reviewing the manuscript.

3.3. Confidentiality

Any manuscript received for review must be treated as a confidential document. This work must not be opened or discussed with anyone who is not authorized to do so by the Editor.

3.4. Manuscript Requirements and Objectivity

Reviewers must provide an objective evaluation. Personal criticism of the Author is inappropriate. Reviewers should express their opinions clearly and with supporting arguments.

3.5. Acknowledgment of Primary Sources

Reviewers should identify relevant published work that is not cited in the manuscript's bibliography. Any previously published statement (observation, conclusion, or argument) should be accompanied by the appropriate citation. Reviewers should also bring to the Editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published work within their personal knowledge.

3.6. Disclosure Policy and Conflicts of Interest

3.6.1 Unpublished data obtained from submitted manuscripts must not be used in personal research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal gain.

3.6.2 Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or other organizations connected to the submitted work.

Author Responsibilities

4.1. Manuscript Requirements

4.1.1 Authors of reports of original research must present an accurate account of the work performed, as well as an objective discussion of the significance of the research. The underlying data must be presented accurately. The work must contain sufficient detail and references to permit reproduction. False or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

4.1.2 Reviews and research articles must also be accurate and objective, and the editorial position must be clearly stated.

4.2. Data Access and Storage

The editorial board reserves the right to request raw research data from authors, including for sharing with reviewers and editors. Authors must be willing to provide such information to the editorial staff (in accordance with the ALPSP-STM Statement on Data and Databases), if feasible, and must retain this data for an adequate period of time after publication.

4.3. Originality and Plagiarism

4.3.1 Authors must ensure that the work presented is entirely original and, if using the work or statements of other authors, must provide appropriate bibliographic references or excerpts.

4.3.2 Plagiarism can take many forms, from presenting another person's work as their own, to copying or paraphrasing substantial portions of another person's work (without attribution), to claiming the results of another person's research. Plagiarism in all forms constitutes unethical conduct and is unacceptable.

4.4. Multiple, Redundant, and Simultaneous Publications

4.4.1 In general, an author should not publish a manuscript covering substantially the same research in more than one journal as the original publication. Submitting the same manuscript to more than one journal simultaneously constitutes unethical conduct and is unacceptable.

4.4.2 In general, an author should not submit a previously published article or sent to another journal.

4.4.3 Publication of certain types of articles (e.g., clinical guidelines, translations) in more than one journal is ethical in some cases, provided certain conditions are met. Authors and editors of the journals involved must agree to the secondary publication, which must present the same data and interpretations as the primary published work. A bibliography of the primary work must also be provided in the secondary publication. More detailed information on acceptable forms of secondary (republishing) can be found at www.icmje.org.

4.5. Acknowledgment of Primary Sources
The contributions of others must always be acknowledged. Authors should cite publications that were relevant to the completion of the reported work. Data obtained privately, for example, through conversation, correspondence, or discussion with third parties, must not be used or presented without the express written permission of the original source. Information obtained from confidential services, such as reviewing manuscripts or submitting grants, must not be used without the express written permission of the Authors of the work involving confidential sources.

4.6. Authorship of Publications

4.6.1 Authorship of publications should be limited to individuals who have made a significant contribution to the conception, design, execution, or interpretation of the reported research. All significant contributors should be listed as co-authors. Where study participants have made substantive contributions to a specific aspect of the research project, they should be listed as significant contributors to the study.

4.6.2. The corresponding author should ensure that all participants who made significant contributions to the study are listed as co-authors, and that no one who was not involved in the study is listed as co-authors, and that all co-authors have seen and approved the final version of the work and agreed to its submission for publication.

4.7. Disclosure Policy and Conflicts of Interest

4.7.1 All authors are required to disclose in their manuscripts any financial or other substantive conflicts of interest that might be perceived to influence the results or conclusions presented in the work.

4.7.2 Examples of potential conflicts of interest that must be disclosed include employment, consultancies, stock ownership, honoraria, expert testimony, patent applications or registrations, grants, and other funding. Potential conflicts of interest must be disclosed as early as possible.

4.8. Material Errors in Published Works

If an author discovers material errors or inaccuracies in a published work, the author must notify the Editor of the online publication "Linguistics & Education" and cooperate with the Editor to promptly retract the work or correct the errors. If the Editor or Publisher receives information from a third party that a publication contains material errors, the author must retract the work or correct the errors as soon as possible.

Publisher Responsibilities
5.1. The Publisher must adhere to principles and procedures that facilitate the fulfillment of ethical responsibilities by Editors, Reviewers, and Authors of the online publication "Linguistics & Education" in accordance with these requirements. The Publisher must ensure that potential profits from advertising or reprints do not influence the Editors' decisions.

5.2. The Publisher must support the Editors of the online publication "Linguistics & Education" in reviewing ethical complaints about published materials and facilitate interactions with other journals and/or Publishers where this facilitates the fulfillment of the Editors' responsibilities.

5.3. The Publisher must promote good research practice and implement industry standards to improve ethical guidelines, retraction procedures, and error correction.

5.4. The Publisher must provide appropriate specialized legal support (opinion or consultation) when necessary.

Author fees

Publication in "Linguistics & education" is free of charge for all the authors.

The journal doesn't have any Article submission charges.

 

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Linguistics & education” use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
